My bet is that it is because marcrecord encoding is not utf-8 according to MARC::Record. Borrower B has placed a reserve on this item that is on issue. Said item is displayed in the Pending Holds report, where the Librarian is instructed to pull the item from the shelf and check item in. This will not be possible as item is not physically in the library, it is on loan.
