The duplicates have the same priority assigned to them. At one time (2.x? dev_week?) we tried using JavaScript to prevent double-clicks, and I found that to be buggy. There are some cases where the first click triggers the JS event but *not* the submit. However, when that item is renewed, the renewal policy comes from Library A (21 days, for example). This is confusing to the patron and the librarian. ALL circulation policies should come from the pickup branch/transacting library.
