For example, when fines in suspension days are defined only for default library, default item type and default patron category, and if a borrower returns a book several days after due date, he isn't suspended. It works only if suspension days is defined for a specific item type, and whatever what has been defined for the borrower specific category. This is still the case after running /misc/migration_tools/fix_onloan.pl, and making sure items.onloan is null rather than "0000-00-00".
