This will reduce the number of moving parts, so to speak. Proposed subroutine in C4::Branch: GetBranchCount(). Attached patch is my first try at it. Comments welcome. I wrote it for my employee (Mathematisches Institut der Universität Bonn) and it's targeted towards using Koha for acquisitions at our Institute's library (Fachbibliothek Mathematik der Universität Bonn). I think we need to make it clear which permissions are dependent on other permissions.
