Turning the syspref OFF lets normal rules take over. In reserve/request.pl, right after the comment " If AllowHoldPolicyOverride is set, it should override EVERY..." (circa line 444-450) seems to be the crux of the matter. For example, many libraries have refund policies like "Replacement cost will be refunded to patron who returns a lost book that they paid for within one year." Ideally, this would be a setting that would warn/block when a refund is being issued for an item beyond the refund expiration date. So, if the libraries policy is like above, the refund limit would be set to 365 day/1 year. Then, clicking "view item's checkout history.") Helpful enhancements could include the following: 1. List the due date anywhere on the patrons fine info for an item, perhaps as a distinct column or just in the description of charges? (see screenshot PatronFinesTab for current display) 2. In the Item Checkout History, "Checkin on" is not specific enough as a descriptor since it could refer to either when an item was checked in or when it was marked lost. An additional column could indicate the circumstance under which this date occurred.
