The form should at least indicate that it is a required field. Also, in this case, system is taking care of biblios and items records as described in bug 5680. But, when you delete the whole basket, everything will be deleted without warning! The system should at least warn you that you will loose all your orders if you delete basket, or it should not let you to delete baskets which are not empty.
