When you are checking in a large number of books it is easy to go by the hold message if you are just checking the books in. Items become unlinked and biblio's show up as "no title" in a staff catalogue search. In this case the branchcode used in the suggestions table is _ANY_. I think this creates a few problem. I think one will be that we can't create a FK constraint on the branchcode for the suggestions table.
