In order to combat this problem, Koha needs a script for bulk de-duplicating of authority records. The deduplicator should be able to automatically recognize machine-generated authority records, and choose official records. It should also recognize when one record supersedes another based on previous headings. This appears to not affect cards with any other special character, and I've tested " & - so far]. It's only cardnumbers with the ' character in them. Test plan: 1. Create patron account with cardnumber sss'ssssssss and save the account. 2. Try to delete the account. Nothing happens. 3. Edit the account, and remove the ' character. Save the acccount. 4. The new default security settings in Apache 2.4 were causing the Koha directories to be blocked. The error message in the logs is: "AH01630: client denied by server configuration". More specifically, the Directory settings in apache2.conf specifically block access to all directories other than /var/www and /srv.
