I added a table for configuring rules for each branch, and/or globally. This is done in the 'Circulation and fines rules' page. I also added the RefundLostOnReturnControl syspref Sheila and Kyle proposed giving the libraries more granularity on how the rules are processed. Verify that rules can be added and changed (by adding a new one for the same branch). The default rule is locked so it cannot be deleted.
