I would suggest setting up a table that would allow you to set individual rules for item types or groups of item types or collections in the preference. Now, when this new permission is enabled they still see links to limited acquisitions function, in particular invoices. For a user who wants to be able to manage suggestions, but not have any acquisitions permissions, this isn't acceptable.
