Set all library 'Default holds policy by item type' to No Holds Allowed 2. Set another library's ( Centerville ) 'Default holds policy by item type''Default holds policy by item type' to 'any library'. 3. Find an item of that type from Centerville. 4. No place hold button on the toolbar in the staff client 5. Log into the OPAC as a patron from Centerville and try to place a hold on that item type. Since Bug 28694, the validation for mandatory fields is nice and pretty, but it appears the validation for important fields was not tested. When staging an authority record, we're applying a matching rule so that it should REPLACE a matched record. When trying to import, it hangs on 0% and never progresses or succeeds. Currently, once a hold passes the number of DAYS specified in the cron, the patron gets a reminder on EVERY run of the cron going forward.
