The logic of holds in Koha is assume more users than holds against a title. Instead they have to copy the item barcode and then paste into Renew tab in Circulation and manually override each item's renewal. This is time consuming and fiddly for staff. It makes sense for Lost and Damaged, but Withdrawn should be restricted to just the home library. Example: In a consortium, staff member from Library A should not be able to withdraw items from Library B. Librarians want a quick way to locate items, and removing the permanent location forces librarians to click into records to see the permanent location. Cart locations should show next to the permanent location, either emphasized or in parenthesis.
