Thus, an item can be "lost" or "being repaired", or whatever you put in the authorised values list. I just tested it, and the confirm is requested with or without items attached to the biblio. So I don't understand well your problem. pls give more info. Since adding this functionality would require significant changes to the way reserves work, I think it makes more sense to leave this as an enhancement, and specify 2.2 as the version.
