With the cc work in bug 12532 we simply create a comma-delimited list of addresses in the cc header and Email::Sender does the rest for us. I think I'd rather see that approach here than the duplicate's in the message_queue.. with bug 18397 also in the queue you'd easily be able to see the corresponding To address list next to the message. -- You are receiving this mail because: You are watching all bug changes.

Indeed the permissions are on the plugin method : https://git.koha-community.org/Koha-community/Koha/src/commit/ac02c1d2adc88… But currently only exists tool and report and plugins create there own methods.
