There is a test in CanBook before the item loop. Then if test is false it won't enter the loop. The check in CanItem is there to have the syspref checked even when using ItemLevelHold (like ILSDI-HoldItem for example). It displays a message that tagging is disabled, but at the same time tags in the system are displayed: .../cgi-bin/koha/opac-tags.pl I think we should handle this like other pages and not have this page accessible when the feature is diabled. I'm thinking of instances when a few unwanted biblio records sneak into a batch that is staged.
