Modifications are bound by the PatronSelfRegistrationBorrowerMandatoryField. Some libraries want to require the surname and firstname on registration, but don't want patrons changing their names on a whim. We can hide the fields via jquery, but it would be preferable that modifications have their own set of mandatory fields. I noticed the email to partner libraries is hardcoded in the pm file. This means that it doesn't work in multilingual environments. I think it should use the letters in Notices & slips.
