I was just testing a new installation and had a bunch of newly-imported records whose itemtypes didn't match up with Koha's preconfigured itemtypes. Koha should suggest passwords that meet the minimum password length. The problem is that PDF::Reuse reopens STDOUT, making it impossible for us to set binmode ':utf8' on it. It is possible to get around this by writing out double-encoded utf8 to a temporary file, reading that file back in and printing it back out correctly encoded, but its not a very good solution.
