I have done this code and will attache it to bug for review and potential inclusion. The basis for this enhancement was the a bad batch of MARC records that had some unknown Unicode characters in them which cause the import function from the web interface to fail after importing a portion of the records. At that point you are completely stuck. You can't complete the import due to the errors and there is no way to *revert* either. You are stuck with a half imported batch. My change is to add a --revert flag to commit_biblios_file.pl which provides an interface to the pre-existing BatchRevertBibRecords function. When the item is returned, the charge for the item is removed from the patron's record. However, even if the Forgive Fines checkbox is checked, any overdues accrued on this item before it was marked as Long Overdue are NOT forgiven. It appears that is not the case. Fines for the item being late remain on the patron's account. There's going to be many more options and many more toggles / choices / more possibilities. It's doubtful this can be accommodated within the current smart-rules.pl page. So a new way to deal with the UI aspect of managing rules is in order. (to be continued with actual proposals: feel free to chime in) This part has been done. It uses a new module C4/IssuingRules.pm and jquery to display and help in organisation of the smart-rule.
