To test: have a patron with an item on issue in offline circ, reissue that item to the same patron issue a 2nd item to a different patron (or as many as you want to, with as many patrons/item combinations as you want) upload the file to the offline circ processor, note what is done: all transactions should complete. Sometimes it is just the reporting that glitches: the transactions are not displayed to the screen, but are reflected in the database. There is a line to uncomment to activate public Z39.50 search, but the BIBLIOGRAPHIC RECORDS <server> tag must be copied and given a new id of 'publicserver' in order for one to be able to search the catalog. This configuration tag should be included in the default, commented out just like the line to turn on publicserver listening.
