It doesn't happen for every record. This record does not have an items record, as it is electronically available for free at the URL provided. UPDATE: My colleagues must have added an items record, because they probably printed a copy. They get a reminder that there is a HOLD and to send the item to Library B. That’s good. (Return 1) However, if Library C returns that item a second time the transfer Goes Away. That is good.
