Soooo - when you go to Acq logged in as the admin user you see a message that there are no budgets defined even if there are. This user has been locked down for security reasons (in 3.10 I think) but now it makes it very hard to do support because in this case I need to create a new user to test with and then delete them. The problem is that these options appear even if you have already received an item. I don't think we need to remove the edit option in this case (but maybe we should) but we certainly should remove the delete option. There is no warning there or block to stop you from doing this. If this is the intended behavior then we need a warning that says saving this will overwrite the original notice with this code - or we need a way to prevent creation of notices with the same code.
