When DBIx::Class translates that PostgreSQLese, it ends up as "date DEFAULT '0000-00-00' NOT NULL". Since 0000-00-00 is not a valid date, DBIC will fail to deploy the suggestions table to a Pg database. There should be an ability to clone rules on patron categories.
