That imposes severe performance penalty for biblio records with large number of items. The right way would be to pass the list to XSLTParse4Display(), however that interface is very complex as is. An alternative is to return the list from XSLTParse4Display(), which is not elegant at all. I have noticed that in version 3.20 under Global Preferences > Circulation > Holds Policy the AllowOnShelfHolds (hold requests to be placed on items that are not checked out.) is not Available where as you can see this options in the previews versions. Did the community intentionally remove this or its a bug? When you search in OPAC you may see in the search result that you can place hold the item.
