At the moment they are not translatable. An improvement would be to let the library translate the notices in different languages. UseBranchTransferLimits is set to enfarce, so items should not be transferred from library A to library B. decreaseLoanHighHolds is set to enable, so loan periods are shortened when there are several holds.
