If neither Fines permissions are check marked, they will not see the Forgive Fines on Return from the circulation.pl. If the staff member has "Remaining permissions for managing fines and fees" check marked, they also will not see the Forgive fines on return from circulation.pl. If they have "Write off Fines/Fees" - Forgive Fines on Return will display at circulation.pl.
