UseBranchTransferLimits is set to enfarce, so items should not be transferred from library A to library B. decreaseLoanHighHolds is set to enable, so loan periods are shortened when there are several holds. Have replicated in 18.05. Changing item type, bib record, enumchron value, etc all result in same scenario. Since Koha is mostly used by municipalities and universities in Portugal, some of these mandatory requirements need to be address by Koha implementers in Portugal. We believe that this requirement is also useful for the community at large.
