There is some small text that says, "Click to edit item cost or quantities" - however, there is no indication that either of these fields is clickable in the table. For the public tab, this information is redundant as you are already in the public tab. The 'type' can't be anything else than public... Theses patches add the possibility to choose the loan unit as minutes in circulations rules.
