In French (and maybe other languages), the noun and the verb are not the same word. Most instances of 'Filter' are meant as verbs (some are ambiguous and could be both, such as the column headers in Reports > Statistics wizards). MARC overlay rules is the only page where Filter as a verb doesn't really work. I bisected it down to 48bf9b1d91dbbc336f859ac1a83d7d25b0e6a3c1 but couldn't figure how that change is relevant. My gut feeling is that we were somehow hidding an error and the change to DateTime 'fixed' it. The code clearly yields to two calls to index_records as ->transit calls ModDateLastSeen without passing the skip_record_index flag. I added a follow-up on bug 30718 to fix the tests and expect we make a decision here. Also adding a way to avoid displaying nothing in facet for opac and client staff when using elasticsearch as SearchEngine. Staff member can see holds with place_holds permission and but via REST API it is blocked. Also a staff member can see and modify holds on patron's page without edit_borrowers permission.
