Currently to tell the patron without them logging into the OPAC or coming into the library we have to send the e-mail manually. This whitelist would be managed by some kind of administrator*. This feature coupled with Bug 24632 would allow Koha users to only installed certain authentic plugins from trusted providers. (*I've been thinking that a superlibrarian really should be able to configure all aspects of Koha. However, from a vendor perspective, there are quality of service and security risks that comes with that. So perhaps the administrator level should be configurable. If Don't Allow, staff cannot see a specific patron's message preferences. If set to Don't Allow, this also hides the overall Messaging Preferences for Patron Categories in Admin, It would be extremely helpful for the Messaging Preferences to still be seen in the Admin - Patron Categories and a place to view what patrons are defaulting to be set up.
