The issue arises because this timestamp fails to reflect the local time zone of the respective library. For instance, when a user submits an ILL request at 3:09 pm local time, the 'Last updated' time incorrectly displays as 7:09 pm UTC time. This discrepancy is problematic as it misrepresents the timing of updates and may lead to misunderstandings. It would be helpful if "Checkouts are BLOCKED because fine balance is OVER THE LIMIT" would display when an account is over the noissuescharge limit.
