If your basket is a standing order basket, then it cannot create items when ordering. Koha will allow you to pick "placing an order" for when to create items for a standing order basket, but then will not create the item. When creating a basket, we should not allow one to choose "placing an order" for "Create items when" if one has checked the Standing Order box.
