So I'm going to put together a module with a little method for minting URIs. This functionality isn't specific to OAI-PMH, so I'm putting it in Koha::RDF. There is also a method for adding rdfs:seeAlso to a $subject and an $object. In my case, I'm linking a Koha record to an imported record.
