This can be accomplished by uncommenting "Dewey-classification 1=13" in etc/zebradb/ccl.properties and adding another <option> to koha-tmpl/intranet-tmpl/prog/en/includes/search_indexes.inc, and maintaining it as a local hack. But it seems like something more libraries might be interested in, so maybe it's possible to find a more flexible and robust way to do it. Scrolling should take you down the shelf but never change the bib record you're viewing. On a side note if you get to the end of the shelf and can't go any further the arrow should go away (the same if you get to the beginning).
