The last call to it was removed by the patch for bug 10462, which replaced it with calls to GetZ3950BatchId() and AddBiblioToBatch(). The continued existence of the routine has caused a bit of confusion -- see the descriptions of some versions of the patch for bug 11254. This is because invoicenumber is passed to ModReceiveOrder instead of invoiceid. It still shows the person next in line, who isn't eligible for the hold yet because of the suspension. This is not the case for a delayed hold, where you originally place the hold and tell it not to start until a future date. If you do that, it shows as Available.
