This patch adds the "Orders by budget" report to the reports page. This report can generate the list of all orders on a specific budget. The "All budgets" and "All active budgets" options are also available to have different views of all your orders. A "[i]" is also added before the names of inactive budgets in the budget selection box. This column lists the name of the holding branch, and the item's location description. This can cause confusion to borrowers, as they may assume that the holding branch is the *owning* branch (homebranch) of an item. This could cause a situation where a borrower waits for an item to be returned to his or her library, only to find that the library never owned that item, and it was transferred back to it's homebranch. It could also lead a borrower to falsely assume that his or her home library does not own a copy of a particular item because the borrower does not see an his or her home library listed for any of the items on the record. In addition, even when the holding branch is different than the home branch, the item's shelving location is displayed, even though that branch may not use that location! We can leverage this capability to add the ability for Koha to send sms messages to patrons without the need to subscribe to an sms gateway server. Basic plan: 1. Add a table sms_providers to the db to tell Koha what service providers are available, and what domain emails should be sent to. 2. Add borrowers.sms_provider_id to tell Koha which mobile service the patron subscribes to for the number given in smsalertnumber 3. Here's one scenario: I clicked on a pay fine that was $3 typed in $2 and accidently hit confirm twice. I some how ended up with a -1.70. When I went back and looked at the fines it showed three 2.00 fines had been paid.
