UseBranchTransferLimits is set to enfarce, so items should not be transferred from library A to library B. decreaseLoanHighHolds is set to enable, so loan periods are shortened when there are several holds. Have replicated in 18.05. Changing item type, bib record, enumchron value, etc all result in same scenario.
