This would be great to have this restriction setup by default when installing Koha, and to have the possibility to open level 3 and 4 of ILS-DI only if needed. These people may not know what the institution would like to set for the library branch, patron category, patron superlibrarian, item type and circulation rule and so it would be good to provide the ability for these users to skip the onboarding tool.
