It would be better to have ability to define this charge in ciculation rules. There can be different charges for different types of materials for different patron categories. If you leave "Attribute" empty and click "New", you'll get a new row where you can choose an attribute and specify a value. However, they cannot edit the public and non-public notes for that item. Those notes are only editable on this if one also has edit_items permission, which opens up a lot more actions.
