It should only be initialize if needed. If a value is set from a worker, it will not be available from other workers as the Cache::Memory instance is not shared (of course!) A better approach would be to allow the "Place request with partners" option to be selected even when this action has already taken place. This will allow the user to try multiple partners subsequently. It would be nice if this system preference also connected to the staff client, so a purchase suggestion done on the patrons account by staff alerted the staff that the patron already had the maximum number of purchase suggestion allowed. Consequently, if one uses a non-standard port number for MySQL, koha-mysql cannot connect to the database even though Koha itself can. Teaching koha-mysql how to pass --port to the mysql command would fix it.
