If a staff member from the bibliographic record, chooses to batch delete the items or uses the batch item deletion tool, this item will be deleted with no notice there is a hold. Library B doesn't allow checkout of those items for that patron type. The same thing also happens if there are separate item types on the same record, such as a public copy and a staff copy.
