Sometimes this is nested inside the main form's fieldset and sometimes it isn't. I would like to propose that we standardize on placing the fieldset outside the main form's fieldset. This will make it easier to keep form styles consistent. As it is now, if you are entering a single holiday, or holiday repeated weekly, or holiday repeated yearly, the 'To Date' field has no effect, nor is the information entered in the box retained. This is very confusing, especially to new users.
