This key was only needed for a couple of feature, but now we are using Koha::Encryption from the update DB process, and so the upgrade fails with no more info than 'No encryption_key in koha-conf.xml'. However, the hold itself is never captured. It will not appear on any library hold queues, and does not appear to exist until the item in question is checked in. At that point, the hold reappears and tries to fulfill itself. Because the hold never appeared before this, there was no way to know that the item should be checked in.
