I think it's time to restore the CSS used to style forms from before the redesign. The general pattern of layouts will remain the same, but a wider variety of form markup will be supported. This one needs a page section. When you have picked a budget and submit that page, it shows you a table with the orders that have been moved to the new budget's funds. This also needs one.
