Staff are often having to go back to look for past notices because the patron can't. There are also often times that patrons emails fail or are blocked, and this would give them an avenue of notification. In Bug 41124 I've suggested adding a catalog search to the workflow of moving a hold to a new bib. As an alternative (possibly simpler) option, it would be good to allow the user to enter an item barcode rather than a biblionumber. The hold would be moved to the biblio to which the item is attached.
