Apparently this is because the script uses HTTP HEAD instead of HTTP GET. HTTP HEAD returns only the headers of the urls and the header can return an error but the url is accessible when you do a GET. Is there a reason for this? Change in_iprange() to default to false (which is what the POD says it should do). Also, have it trim '*' in case someone adds some back later. We could also add a verification checkbox next to it that confirms that the patron received the welcome message (Something that could be confirmed by a response in the email or if the patron is standing there and receives it. The email or sms could become inactive after a specified period of time if not verified. (Looking ahead to bug 33221 being added to the mix) Often, when I get an email bounce, it is because the email is mis-entered. It seems that X-Request-ID is a commonly used header. It might be useful to also send a header that indicates that Koha itself is making the request since X-Request-ID may imply that, but isn't explicit.
