They get a reminder that there is a HOLD and to send the item to Library B. That’s good. (Return 1) However, if Library C returns that item a second time the transfer Goes Away. That is good. When you enter an actual price receiving items this it the price, that should be accounted as spent in the system. It should also be shown on order line. It isn't.
