The print notices for holds are different -- there's a separate HOLD_PRINT notice file and the system uses it if there's no email address. Then a nightly cron job runs to gather those up from the message queue and put them in an HTML file in the notice directory, as above. But reading the commit message shows there is more to it: - Per patron category pref allows libraries to create overrides per category, falling back on the global setting by default. - Per patron pref allows switching the functionality on at the level of patron. Test notes with rules, notes are hidden by 'View note' and the popover correctly displays note. View the note by hovering over the link I've moved the Note column so the popover displays nicely and doesn't cover the buttons. I've also changed the placement so that it doesn't cover information in the row.
