It enabled all layouts (and languages) currently available in the upstream project by default. This leads to a large list to select from where many will likely never be required by the end users. Replacing theses occurrences fixes the problem in those cases. If the item is brought to the circ desk, the staff can override the 'hold' and check it out to the patron. The SIP2 devices do not allow for the override.
