Case example: our university library is open for all, but we have a lot self service hours when only faculty staff or students have access to library. Our main campus library has most service hours and we would like to define that patrons having category "other" could only choose main library as their pickup place. This would allow Koha web users to "use" plugins, but it would require plugins to be vetted and managed by a server sysadmin. In practice, CGI scripts in Apache httpd get 2 timeouts, which means that they effectively get 600 seconds rather than the default 300 seconds (as defined in the configuration of the Debian package apache2). In order for Plack Koha to have the same timeout duration as the buggy mod_cgi, we should set "ProxyTimeout 600" in the Apache Plack configuration. This patch adds a new argument that provides that functionality. The tests t/db_dependent/Exporter/Record.t fails in current master, which is an issue when running the included tests, but it seems like an unrelated bug.
