I think the modal would be better displayed with a "sidebar" containing the filter form and the results table to the right of it (more like we have in the various pages of the UI, but not currently seen in any modals.) To recreate: 1. In the staff interface, search for a record 2. Click Place hold 3. We should expose the functionality in the modal more consistently. It is all or nothing.
